The FASTag local pass is coming on 1 November 2026. If you live within 20 km of a National Highway toll plaza, you can soon pay a fixed yearly fee for that plaza. It costs Rs 1,500 or Rs 3,000 a year. That is far less than what many daily commuters pay now.
The Road Transport Ministry notified the rule on 26 October. Here is what the pass costs, who can get it and how to buy it.
What is the FASTag local pass?
The government calls it the Concessional Local Pass. It is an annual pass for one toll plaza near your home. You pay once and use that plaza for a year.
It works on the FASTag you already have. You do not need a new tag. The pass is linked to one vehicle and one plaza. You cannot move it to another plaza or another car.
FASTag local pass price: Rs 1,500 or Rs 3,000 a year
The price depends on where the toll plaza sits.
- Rs 1,500 a year if the plaza is outside a municipal or local town area.
- Rs 3,000 a year if the plaza is inside a municipal or local town area.
The government can revise these rates every year. Any change will apply from 1 April.
The official rule does not set a limit on the number of trips. Reports from The Indian Express say it allows unlimited crossings at your chosen plaza for the year.
Who is eligible for the FASTag local pass?
You can buy the pass if all of these are true:
- You live within 20 km of the toll plaza.
- Your vehicle is non-commercial. Private cars, jeeps and vans qualify. Taxis and goods vehicles do not.
- Your FASTag is valid, working and registered for non-commercial use.
Your home address is the key check. NHAI's Rajmargyatra platform says the owner's Aadhaar address must be within 20 km of the plaza. So if your Aadhaar still shows an old address, update it first.
Two-wheelers are not part of this. Bikes and scooters do not pay toll on National Highways anyway.
Where the FASTag local pass will not work
First, the pass is not available on highways or expressways that use a closed toll system. On such roads you pay based on the distance between your entry and exit points.
Second, the pass will not be issued if a service road or another road is available. If you already have a free way around the plaza, you do not get the concession.
The list of eligible plazas is expected on the Rajmargyatra app from 1 November.
How to apply for the FASTag local pass
You will have two ways to buy it.
At the toll plaza, from 1 November 2026. Eligible plazas will sell the annual pass at the counter. The government has not shared an official document list yet. Keep your vehicle RC, Aadhaar card and FASTag details ready. These are the things officials will most likely check.
On the Rajmargyatra app, from 1 December 2026. NHAI already sells a digital monthly local pass on this app. For that pass, the app checks your address through DigiLocker, your vehicle through VAHAN, and your FASTag. It also uses map data to confirm the 20 km distance. The annual pass is expected to follow the same steps on the app. The exact process is TBA.
Here are the simple steps on the app today for the monthly pass:
- Open the Rajmargyatra app and pick the toll plaza you use.
- Enter your vehicle registration number.
- Give consent for the address and vehicle checks.
- Pay the fee once you are found eligible.
NHAI shared the new rules on its official X account too.

FASTag local pass vs monthly pass vs annual pass
People are mixing up three different passes. This table shows how they compare, based on official figures.
| Pass | Price | Where it works | Trip limit |
|---|---|---|---|
| Concessional Local Pass (new) | Rs 1,500 a year (plaza outside town limits) | One plaza within 20 km of your home | No limit set in the rule |
| Concessional Local Pass (new) | Rs 3,000 a year (plaza inside town limits) | One plaza within 20 km of your home | No limit set in the rule |
| Monthly local pass (existing) | From Rs 350 a month | One plaza within 20 km of your home | Valid for the month |
| FASTag Annual Pass (existing) | Rs 3,075 for FY 2026-27 | About 1,150 NH and National Expressway plazas | 200 crossings or one year, whichever comes first |
The monthly pass is not going away. You can choose either the monthly pass or the new annual local pass for your plaza.
The FASTag Annual Pass is for long trips across many plazas. The local pass is for people who cross the same plaza near home again and again.
How much money can you save?
Let us use only the official numbers. The monthly local pass starts at Rs 350. If you buy it for all 12 months, you pay at least Rs 4,200 a year.
- With the Rs 1,500 annual pass, you save at least Rs 2,700 a year.
- With the Rs 3,000 annual pass, you save at least Rs 1,200 a year.
If you now pay full toll on every trip, you could save much more. You also skip renewing a pass every month.

Is the FASTag local pass worth it?
For most people who live near a toll plaza, yes. It costs less than 12 monthly passes and covers a full year. It suits people who cross one plaza for work, school or the market. It does not help if you mostly drive on closed-toll expressways.
The government says over 13 crore FASTags have been issued in India. Many of these owners live close to a plaza. Expect long lines at plaza counters in early November. If you can wait, the app from 1 December should be easier.
November brings other road rule changes too. Read about the Delhi non-BS6 vehicle ban from 1 November. The same ministry has also cleared E100 fuel for flex-fuel cars.
