The Delhi non-BS6 vehicle ban starts on November 1, 2026. Vehicles from outside Delhi that do not meet BS6 norms will not be allowed into the city. The rule will stay in place till January 31, 2027. Delhi Chief Minister Rekha Gupta shared the plan on October 20. It comes with a "No PUC, No Fuel" rule. Parking fees will go up too. Here is what it means for you.
What is the Delhi non-BS6 vehicle ban?
It is a winter rule to cut air pollution. Every year, the air in Delhi gets very bad from November to January. Old cars and trucks add a lot of smoke. So the city wants to keep them out for these three months.
The rule is part of the Delhi Winter Action Plan. The full plan runs from November 1, 2026 to February 28, 2027. The vehicle entry rule is shorter. It runs from November 1 to January 31.
In a post on X, the Chief Minister said, "From 1 November to 31 January, non-Delhi vehicles below BS-6 norms will not be allowed to enter Delhi."
Which vehicles are banned from entering Delhi?
The ban is on vehicles that are registered outside Delhi and are below BS6. This means BS4, BS3 and older vehicles with number plates from other states.
The written plan from the Delhi government talks about trucks and other goods vehicles. The Economic Times and The Hindu both say this. But the Chief Minister's post uses wider words. It just says "non-Delhi vehicles".
So it is not yet clear if private cars from other states are banned. The full order is still TBA. Do you plan to drive an old car from Noida, Gurugram or Ghaziabad into Delhi? Then keep an eye on the final order before November 1.
Which vehicles are exempt?
Some vehicles can still enter Delhi even if they are not BS6. As per the plan, these are:
| Vehicle type | Can it enter Delhi? |
|---|---|
| CNG vehicles | Yes |
| Electric vehicles | Yes |
| Emergency service vehicles | Yes |
| Vehicles on government work | Yes |
| BS6 vehicles from outside Delhi | Yes |
| Non-BS6 commercial vehicles from outside Delhi | No |
| Non-BS6 private cars from outside Delhi | Not clear yet (TBA) |
Cars and bikes with a Delhi number are not part of this entry rule. But they still have to follow the PUC rule below.
What is the No PUC, No Fuel rule in Delhi?
PUC is short for Pollution Under Control. It is a small paper that shows your car's smoke is within the legal limit. You get it from a PUC centre. Most petrol pumps have one.
Under the new rule, petrol pumps in Delhi will only give fuel if you have a valid PUC. This covers petrol, diesel, CNG and LPG. No valid PUC means no fuel. The Times of India says this rule is part of the plan that starts on November 1. The Economic Times says the end date for this rule was not given yet.
So check your PUC today. If it has run out, get a new one before you go to fill fuel.
How to check if my vehicle is BS6 or BS4?
This is simple. There are three easy ways.
First, look at your RC. Many RCs show the norm, like "BS VI" or "BHARAT STAGE VI".
Second, check the date on your RC. All new cars and bikes sold in India from April 1, 2020 had to be BS6. So if yours was first sold after that date, it is most likely BS6.
Third, check online. Open the mParivahan app or the Vahan website. Type your vehicle number. You will see the fuel type and often the BS norm too.
If you are not sure, ask your dealer or a nearby RTO.
What else changes in Delhi from November 1?
The winter plan has more steps. Here are the main ones that touch car and bike owners.
- Parking fees at official parking spots will be doubled from November 1, 2026 to February 28, 2027.
- 50% of staff are asked to work from home, as per the Chief Minister.
- Office timings will be staggered to cut rush hour traffic.
- Building work will have limits. AI cameras will watch building sites.
The government also wants more people to use the Metro, electric buses and carpools.
What does this mean for car and bike buyers?
Do you live near Delhi and drive an old BS4 car? Then this winter may be hard for you. CNG and electric cars are free to enter. So many people are now looking at them.
CNG cars are cheap to run and they can enter Delhi. You can read about the new Mahindra XUV 3XO CNG or see how it stacks up in our XUV 3XO CNG vs Nexon CNG vs Brezza CNG story. For electric cars, see our electric vehicles news section.
Rules for new cars are also set to get tougher in the coming years. Read our story on the BS7 draft norms for 2029 to know more.
